Established in 1950, awarded to any persons both Vietnamese or foreign, living or dead, for outstanding accomplishments in duty or bravery, or lofty virtues or, their unsurpassed knowledge. Intended for the most senior officers and officials of both Vietnam and its allies. Sash is worn on left shoulder.
Size of Medal: top 1 3/8 x 1 inches, bottom 2 5/16 x 2 1/2 inches.
